Horizon Europe

What is Horizon Europe?

Horizon Europe is the EU’s key funding programme for research and innovation. Following the Multiannual Financial Framework Midterm Review (MTR) decision, the indicative funding amount for Horizon Europe for the period 2021-2027 is €93.5 billion. Canada became an Associated Country with the European Union in July 2024, which means that Canada can apply for funding as an Associated Country under Pillar II of the Programme. More than €53 billion (CDN$77 billion) has been allocated to Pillar II.

It tackles climate change, helps to achieve the UN’s Sustainable Development Goals and boosts the EU’s competitiveness and growth. For more, see the Horizon Europe website.

Horizon Europe is releasing a new Work Programme for 2025-2027. Specific calls are expected to be announced in the spring of 2025.

Action Types

Actions Definition and Level of Funding Technology Readiness Level
Research Innovation Action (RIA) Establishes new knowledge or explores a new or improved technology, product, process, service or solution. The EU funding covers up to 100% of the project costs. Defined in the call texts (from TRL3 to TRL5 on average)
Innovation Action (IA) Produces plans or designs for new or improved products, processes or services including prototyping, testing, demonstrating, piloting, large-scale product validation and market replication. The EU funding covers up to 70% of the project costs. Defined in the call texts (from TRL5 to TRL7 on average)
Coordination Support Action (CSA) Improves cooperation among EU and associated countries to strengthen the European Research Area including, for example, standardization, dissemination, awareness-raising, communication and networking activities, policy dialogues, mutual learning or studies. The EU funding covers up to 100% of the project costs.

Technology Readiness Levels

  • TRL 0: Idea. Unproven concept, no testing has been performed.
  • TRL 1: Basic Research. Principles postulated and observed but no experimental proof available.
  • TRL 2: Technology formulation. Concept and application have been formulated.
  • TRL 3: Applied research. First laboratory tests completed; proof of concept.
  • TRL 4: Small-scale prototype built in a laboratory environment ("ugly" prototype).
  • TRL 5: Large-scale prototype tested in intended environment.
  • TRL 6: Prototype system tested in intended environment close to expected performance.
  • TRL 7: Demonstration system operating in operational environment at pre-commercial scale.
  • TRL 8: First of a kind commercial system. Manufacturing issues solved.
  • TRL 9: Full commercial application, technology available for consumers.

The aims of this cluster include improving and protecting the health and well-being of citizens of all ages by generating new knowledge, developing innovative solutions and integrating where relevant a gender perspective to prevent, diagnose, monitor, treat and cure diseases.
