Can I go to the border (flagpole) to apply for my PGWP?

On June 21, 2024, IRCC announced that foreign nationals may no longer apply for a post-graduation work permit (PGWP) via flagpoling.  Applicants can still apply for their PGWP online via the IRCC website.
