The MCE in its Weighted Linear Combination (WLC) method introduces a “fuzzy” concept of suitability in standardizing criteria. Instead of Boolean logic decision of assigning absolute suitability or unsuitability to a location for a given criteria, it is scaled to a particular common range where suitable and unsuitable areas are continuous measures. The Decision Wizard is a program in IDRISI that takes all constraints and factors together along with their characteristics, boundaries, and limits as well as the weight each one carries relative to each other.

The MCE is implemented using the Experts Systems Modelling approach of Analytical Hierarchy Process (AHP). The AHP orders factors into a hierarchy of importance. Criteria can trade off with each other depending on the importance weights assigned to them. In the procedure for Multi-Criteria Evaluation using WLC, it is necessary that the weights sum to one. In AHP, these weights are calculated by taking the principal eigenvector of a square reciprocal matrix of pairwise comparison between the criteria. All possible pairs of criteria are compared on a 9- point continuous scale for their relative importance in determining the suitability.

AHP Table - Weights given to the factors for street racing.

In the AHP table, the most important factor was the police stations where the minimum distance away from the street race must be met. During a street race, law does not apply, meaning any presence of the law would mean that the race is comprised. That is why to those racers, the excitement and adrenaline rush of not knowing what the outcome would be is so important. (Peak & Glensor, 2004)
