May 28, 2004 Meeting Summary
- The Board Chair introduced and welcomed Daniel Pekarsky, attending his first Board meeting as a Order-in-Council member of the Board.
- M. Geller, President and CEO, SFU Community Trust and D. Gillanders, Chair of the Trust's Board of Directors, gave an update on the status of the UniverCity Community.
A. Finance and Administration
- The Board approved that the Institutional Service Plan for 2004/05 to 2006/07, dated May 28, 2004, be signed by the Board Chair and President, and presented to the Ministry of Advanced Education.
- The Board approved the 2004/2005 Budget Finalization, including the Operating, Non Recurring, Indirect Cost of Research, Annual Capital Allowance, and Capital Equipment Acquisition Budgets.
- The Board approved the 2004/05 Capital Plan.
- Donations: the Board approved terms of reference and noted donations to new funds, and noted donations to existing funds, as follows:

B. Academic Operations
- The Board approved the proposal for a PhD Program in Earth Sciences.
- The Board approved a degree title change for the planning stream in the School of Resource and Environmental Management: Master of Resource Management (Planning).
- The Board approved a change in name for the Faculty of Arts to become the Faculty of Arts and Social Sciences, effective September 1, 2004.
- The Board approved the development of programs in the School of Interactive Arts and Technology, leading to BA and BSc degrees in Interactive Arts and Technology, effective September 2004.
- The Board approved undergraduate admissions targets for 2004/05.
- The Board noted the development of the New Media Environments stream in the School of Interactive Arts and Technology, the reinstatement of CRIM 440 in the School of Criminology, and undergraduate curriculum revisions in the Faculty of Applied Sciences.
- The Board noted Senate’s approval of the recommendations from the Undergraduate Curriculum Implementation Task Force, chaired by D. Krebs:
- The implementation of University-wide Writing, Quantitative, and Breadth graduation requirements for students admitted to SFU for the Fall 2006 semester.
- New admissions and continuation requirements pertaining to English competencies and writing skills, requiring applicants to SFU to demonstrate their competence in English language skills, effective in the Fall 2006 semester.
- New admissions and continuation requirements pertaining to quantitative skills, effective in the Fall 2006 semester.
- The creation of a Task Force or equivalent body to explore the establishment of a Student Learning Centre.
- The development of new Foundational Writing Skills courses, effective in the Fall 2006 semester, for students admitted to SFU with low grades in English and/or low scores on a language proficiency test.
- The development of new Foundational Quantitative Skills courses, effective in the Fall 2006 semester, for students with low grades in Mathematics.
- The implementation of University-wide Writing, Quantitative, and Breadth graduation requirements for students admitted to SFU for the Fall 2006 semester.
- The Board approved the change in name of the Community Economic Development Centre to the Centre for Sustainable Community Development.
- The Board heard that a new Intellectual Property Policy R30.03, which replaces existing Policies R30.01 and R30.02, will go to Senate in June and to the Board for approval in July 2004.
C. Audit Committee
- The Report from the Office of the Auditor General was before the Board for information.
- The Board approved the Financial Statements of the University for the year ended March 31, 2004.
- The Internal Audit Report was before the Board for information.
- The Annual Insurance Report was before the Board for information.
- The Board heard that a Committee will be looking at the process for the selection of an Auditor for next year.
D. Other
- The Board Chair noted that the terms of Student Board members B. Bourke and T. Gregory have concluded and he thanked them for their contributions to the work of the Board.
- The Board heard a report from the President about his meetings in Asia in late April 2004.
- The Board heard that the University has no plans to seek an arrangement with a private company offering fast-track loans to students as reported in the CAUT Bulletin.

- The Board heard that the City of Vancouver is expected to select a developer of the Woodwards site by mid-July 2004.
- The Board approved awarding a construction contract to Edifice Construction for the Phase 1a fit-out of SFU Surrey, Central City.
- The Board approved the appointment of Dr. Warren Gill to the position of Vice President, University Relations, beginning September 1, 2004.
- The Board heard that discussions are ongoing with the Vancouver Olympic Organizing Committee concerning the site of the Olympic Oval and its long-term legacy.

- The Board approved a process for the Review of the President Prior to Re-appointment. This policy also requires the approval of Senate. When approved, it will become an appendix to Board Policy B 10.06 - Presidential Search Committee.
