July 24, 2003 Meeting Summary
OPEN SESSION
A. Finance and Administration
- Donations: the Board approved terms of reference and accepted donations to new funds, and accepted donations to existing funds, as follows:*University Foundation
MONTH NEW FUNDS EXISTING FUNDS May, 2003 $310,025 $381,118 and $88,360* June, 2003 $500 $174,962 - The Board of Governors approved the draft Five Year Capital Plan 2004/2005–2008/2009 dated 17th June 2003. The University is required to submit a plan outlining its capital priorities for the next five years to the Ministry of Advanced Education by August 15 of each year. A new home for the School for the Contemporary Arts is the first major capital funding priority.
- The Board approved the Campus Lighting Upgrade project budget in the amount of $3,000,000. $2,400,000 of that amount will be an internal loan from the bond fund to be repaid from future savings in energy operating costs. The remaining $600,000 will be covered by BC Hydro’s Power Smart program, which has endorsed the project. The upgrade is part of an initiative to improve the overall energy efficiency of the University.
- The Board approved the Simon Fraser University Emergency Plan effective October 1, 2003. The plan is an umbrella document, and will have a series of detailed supporting procedures attached as appendices.
- The Board approved the appointment of Professors Richard Harris and Andrey Pavlov as faculty representatives on the Academic Pension Plan Board of Trustees, and the appointment of Mr. Bill Rowe as a University representative on the Academic Pension Plan Board of Trustees, for the period July 1, 2003 through June 30, 2004.
B. Academic Operations
- The Board approved the awarding of the BSc (Information Technology, TechBC) to those students admitted to the Information Technology and Interactive Arts Program in 2002 who successfully complete the program requirements in the Information Technology program stream, and the awarding of the BSc (Interactive Arts, TechBC) to those students admitted to the program in 2002 who successfully complete the program requirements in the Interactive Arts program stream.
- The Board approved the requirements for a second degree program in the School of Computing Science, and the Co-operative Education Program in the Faculty of Education.
- The Board discussed the Course Accessibility Task Force Report. The Board noted Senate's concerns about the increasing shortage of classroom facilities and was advised that the University is very protective of instructional space, and keeps conversion to a minimum.
- The Board discussed the Great Northern Way Campus Academic Vision document. The Board heard that there was vigorous debate in Senate and that SFU would be conveying its concerns over issues in the vision statement and the narrowness of Senate’s approval to the GNW consortium. Before approving any new GNW proposals, Senate will examine them to make sure that they comply with SFU’s planning priorities, and do not undercut current programs and funding.
C. Other
- The Board heard that now that Vancouver has won the 2010 Olympic Bid, a process of intensive forward planning and consultation will commence to optimize the legacy of the Olympic Oval and ensure that SFU’s interests are front and centre with the new Olympic Committee.
- The Board was reminded that Terry Fox Day at SFU is on September 18, 2003.
CLOSED SESSION
A. Finance and Administration
- The Board approved the construction of a third undergraduate residence tower, which is scheduled to open in September 2005. The Board also approved an expansion to the dining hall to accommodate the additional 250 residence students. The dining hall is scheduled to open in September 2004.
- The Board approved the award of the contract for the construction of the IRMACS facility (Applied Sciences Building Expansion) to Dominion Fairmile Construction Ltd.

C. Other
- The Board heard that the University's private placement bond issue was very successful and sold out in an hour. The new residence towers are among the first projects to be financed from the fund.
