New Create documents take their initial HTML settings from the settings in HTML Preferences (Web->HTML Preferences…).

Document vs. Page
You can customize the HTML for your document as a whole and you can override most of those settings for individual pages.
To customize the HTML for the document, use the Document HTML window (Web->Document HTML (Option-Shift-Cmd-K)).
Web Page Info for Customized HTML
To customize the settings for a particular page:
    1.
Go to the page in your document.
    2. Make sure nothing is selected, and bring up the Web Info pane.
    3. Check the Page Uses Custom HTML checkbox. The initial settings are based on the Document HTML settings. You can change them as needed.
