The intensity level of sound at which an average listener will just be able to hear a sound.

This is given as a reference level of 0 dB.

This is somewhat relative since human hearing sensitivity varies with frequency as indicated by the equal loudness contours where hearing is less sensitive at the low and high extremes of the range of human hearing.
