FLAT and free of VEGETATION, POLICE AND MILITARY CONSTRAINT
Similar to the previous constraint layers, the final layer is made from boolean reclass. This is to ensure that the final area that will be used for the MCE has all the constraints dealt with.
Using this layer, it was combined with the maps that water constraint map. This creates a map showing areas that are free of all constraints
