Yes, as far as I can tell, it always works as designed (http://bugzilla.zimbra.com/show_bug.cgi?id=46883). But the user will only notice in extreme cases.
Let's say "Robert Zimmerman" is one of your most frequent correspondents. You have many other Robs in your addressbook (Robert Plant, Robert Townsend, Rob Reiner), but they're not in the ranking table, so Zimmerman is always the first result when typing "Rob." Hit the "forget" link, and he'll start sorting alphabetically instead, probably falling off the list entirely if there are more than 20 Robs.
I just submitted http://bugzilla.zimbra.com/show_bug.cgi?id=54011 to allow deleting contacts from autocomplete. Probably a post-7.0 thing, if ever, because it's not obvious what to do if you have more than one entry with the same email address (one in Contacts and one in Emailed Contacts, for example).
Now if they could only fix the "Click Send while meaning to click the Mail tab and send a message with no subject" bug.
