We do :-)
A simplified version of what we do is
1. Setup ZCB and bulk provision the ZCS users on BES
2. Blast the ZCS server with SOAP for these accounts (attempting to simulate real world load)
To verify ZCB was able to handle this load we have a tool that
1. Preforms a sanity check ensuring every item on the server is in the ZDB
2. The replication latency (how long it took to get to the ZCB from ZCS) is "acceptable"
This isn't an end to end test and this doesn't cover the load generated by the devices. Our experience has been that the load generated by devices is negligible compared to what is generated by the server. RIM has given us access to one of their internal tools for simulating device load so we will be integrating device load into our performance harness in the future.
And for the bad news - our tools are tightly coupled with our automation infrastructure so they aren't easily distributable. The easiest way forward for you might be to use an SMTP based load generation tool to send email to the provisioned ZCB users. After generating the load, shut down ZCB and spot check some data (open the BES Agent profile with Outlook in offline mode and make sure the most recent emails are visible).
I don't have the exact the minimum figures for 60 users, but a modern dual-core CPU with 4GB RAM and a few 500 gig of SATA should support 60 users without breaking a sweat.
