Update on Basic Agreement negotiations with APSA

SFU and the Administrative and Professional Association (APSA) are in the process of concluding the process of renegotiating the Basic Agreement, a constitutional document that governs the relationship between APSA and the university.

APSA and SFU negotiated in five sessions this past January and February and agreed on many terms during that time. However, both parties were unable to reach a final agreement and sought support from a mediator. Upon hearing the outstanding proposals from both parties, the mediator made non-binding recommendations to support an agreement.

The recommendations include increasing the cap for the number of excluded (APEX) employees allowed, implementing protocols for the Joint University Association Committee (JUAC) and an expiration date of the updated Basic Agreement of December 31, 2025.

The mediator’s recommendations were brought to the APSA Board and SFU’s Board of Governors and both have been approved in full. The recommendations are now pending ratification from APSA membership, at which point, both parties will move ahead with relaunching JUAC and implementing the agreed to changes.
